The name of a municipality may include a term like township, village, town, city, county or region, but it does not determine the status of the municipality for example, the County of Prince Edward is a single-tier municipality.
Municipalities may change their name if certain requirements are met , including making sure that the new name is not used by another municipality. A county government is a federation of the local municipalities within its boundaries. Counties are referred to as "upper tier" municipalities.

The services provided by county governments are usually limited to arterial roads, health and social services and county land use planning.
